The Kansas Department of Health and Environment received a Brownfields application from the Bargain Box Inc. for their property located at 201 N. Penn in Oberlin, KS. They requested a Phase I BTA for Bargain Box BTA project. The application was approved on August 2, 2018

The Kansas Department of Health and Environment (KDHE) completed a Phase I Brownfields Targeted Assessment (BTA) and a NESHAP Asbestos Survey at the above referenced property in Oberlin, Kansas. Based on the information collected during the Phase I report, a "Recognized Environmental Condition" was identified as potential hazardous substances and/or petroleum products due to an onsite historic drycleaner. Due to the identified REC, KDHE recommends a Phase II environmental assessment.

Business Environmental Risks (BERs) were found during a NESHAP Limited Asbestos and Lead-Based Paint (LBP) Survey. Based on the information collected during the survey, asbestos containing materials (ACMs) were identified as beige mosaic sheet vinyl (20% chrysotile), red 9" floor tile (8% chrysotile), and black mastic (2% chrysotile). Lead-Based Paint was not identified at the property. Abatement of these ACMs will likely be required prior to renovation and/or demolition activities.

The Kansas Department of Health and Environment (KDHE) completed a Phase II Brownfields Targeted Assessment (BTA) at the above referenced property in Oberlin, Kansas. The Phase II BTA was completed to evaluate the "Recognized Environmental Conditions" (RECs) identified during the Phase I, completed in November 2018. Based on the Phase I report, "Recognized Environmental Conditions" (RECs) were identified as potential hazardous substances and/or petroleum products due to an onsite historic drycleaner. Due to the potential for soil and/or groundwater contamination, a Phase II assessment was completed in January 2019.

The Phase II consisted of one soil boring collocated with one groundwater probes at the northeast side of the structure. Groundwater samples were also collocated at the southwest and northeast property lines. A total of two soil and three groundwater samples were analyzed for Total Petroleum Hydrocarbon (TPH) and Volatile Organic Compound (VOC) analysis.

Based on the soil and groundwater data obtained during the Phase II BTA activities, contaminants were not detected in soil or groundwater at concentrations above laboratory detection limits. Investigative results indicate further investigation is not necessary through the Brownfields Program and the property is cleared for redevelopment.
