The Kansas Department of Health and Environment received a Brownfields application from Jeffery Saylor for the property located at 01 Public Square in Blue Rapids, KS. They requested a Phase I BTA with asbestos, lead based paint and mold surveys for the redevelopment project. The application was approved on April 4, 2019.

The Kansas Department of Health and Environment (KDHE) completed a Phase I Brownfields Targeted Assessment (BTA) at the above referenced property in Blue Rapids, Kansas. Based on the Phase I report, no "Recognized Environmental Conditions" (RECs) were identified at the property. No further investigation is needed through the Brownfields Program and the property is cleared for redevelopment.

Business Environmental Risks (BERs) were found during a NESHAP Limited Asbestos, Lead-Based Paint (LBP), and Mold Survey. Based on the information collected during the survey, asbestos containing materials (ACMs) were identified as black roof sealant (7% chrysotile) and red tile with mastic (4% chrysotile). Lead-Based Paint was identified as white paint on exterior (52,100 - 10,700 mg/kg), green paint on exterior (195,000 mg/kg), gray paint on exterior (205,000 mg/kg), blue paint on interior (5,040 mg/kg) and gray paint on interior (151,000 mg/kg). Mold commonly associated with high-toxicity "black mold" was identified in four of the six samples. These samples were generally located at the north floor, ceiling and wall; as well as the west wall. Abatement of the ACM will likely be required prior to demolition or renovation.
