The Kansas Department of Health and Environment received a Brownfields application from Jeffrey Saylor for the property located at 11 Public Square in Blue Rapids, KS. They requested a Phase I BTA with asbestos, lead based paint and mold surveys for the redevelopment project. The application was approved on April 4, 2019.

The Kansas Department of Health and Environment (KDHE) completed a Phase I Brownfields Targeted Assessment (BTA) at the above referenced property in Blue Rapids, Kansas. Based on the information collected during the Phase I report, "Recognized Environmental Conditions" were identified as significant potential for contamination due to the property's historic use for printing and as a laundry mat, a 200 gallon gas tank, as well as a historic automotive garage and gasoline storage on the property to the northwest. Due to the identified RECs, KDHE recommends a Phase II environmental assessment.

Business Environmental Risks (BERs) were found during a NESHAP Limited Asbestos, Lead-Based Paint (LBP), and Mold Survey. Based on the information collected during the survey, asbestos containing materials (ACMs) were identified as 160 square feet of exterior roofing black sealant/mastic (7% chrysotile). Lead-Based Paint was identified as brown paint on front trim (93,900 mg/kg), white and red paint on door frame (125,00mg/kg), white paint on east exterior (181,000 mg/kg), blue paint on front pole (96,000 mg/kg) and white paint on back door and windows (234,000 mg/kg). Mold commonly associated with high-toxicity "black mold" was identified in three of the fifteen samples. These samples were generally located on the living room ceiling, boys ceiling and entry ceiling. Abatement of the ACM will likely be required prior to demolition.

The Phase II BTA was completed to evaluate the "Recognized Environmental Conditions" (RECs) identified during the Phase I, completed in December 2019. Based on the Phase I report, "Recognized Environmental Conditions" (RECs) were identified as potential hazardous substances and petroleum products due to the property's historic use for printing and as a laundry mat, an onsite 200-gallon gas tank, as well as a historic automotive garage and gasoline storage on the property to the northwest. Due to the potential for soil and groundwater contamination, a Phase II assessment was completed in September 2020.

Based on the data obtained during the Phase II BTA activities, contamination was detected in soil at location GP-5 at a concentration of 174 mg/kg at 2-4 feet below ground surface. Further investigation does not appear necessary through the Brownfields Program due to the apparently limited nature and depth of the impact and lack of groundwater contamination. Potential redevelopment would not be anticipated to encounter the contamination; therefore, the property is cleared for redevelopment.
