Additional Property Attributes

The Kansas Department of Health and Environment received a Brownfields application from Jeffery Saylor for the property located at 20 Public Square in Blue Rapids, KS. They requested a Phase I BTA with asbestos, lead based paint and mold surveys for redevelopment project. The application was approved on April 4, 2019.

The Kansas Department of Health and Environment (KDHE) completed a Phase I Brownfields Targeted Assessment (BTA) at the above referenced property in Blue Rapids, Kansas. Based on the information collected during the Phase I report, "Recognized Environmental Conditions" were identified as significant potential for contamination due to historic gasoline storage on adjoining and nearby lots as well as historic automotive repair and filling stations near the property. Due to the identified RECs, KDHE recommends a Phase II environmental assessment.

Business Environmental Risks (BERs) were found during a NESHAP Limited Asbestos, Lead-Based Paint (LBP), and Mold Survey. Based on the information collected during the survey, asbestos containing materials (ACMs) were identified as 20 square feet of off white 12x12 floor tile with mastic (3-5% chrysotile) and 80 square feet of entry floor mastic (7% chrysotile). Lead-Based Paint was identified as white paint on exterior trim (114,000 mg/kg), white paint on exterior boards (185,000 mg/kg), white paint on back window sill (72,400 mg/kg) and white paint on back porch (34,300 mg/kg). Mold commonly associated with high-toxicity "black mold" was identified in three of the fifteen samples. These samples were generally located on the ceiling in the east apartment bedroom. Abatement of the ACM will likely be required prior to demolition.

Based on the Phase I report, "Recognized Environmental Conditions" (RECs) were identified as potential hazardous substances and petroleum products due to historic gasoline storage on adjoining and nearby lots as well as historic automotive repair and filling stations near the property. Due to the potential for soil and groundwater contamination, a Phase II assessment was completed in September 2020.

Based on the data obtained during the Phase II BTA activities, contamination was not detected in soil or groundwater at concentrations above their respective residential Risk Based Standard (RSK) for Kansas. Investigative results indicate further investigation is not necessary through the Brownfields Program and the property is cleared for redevelopment.
