The city is granting Lloyd Companies a public access easement to allow for construction of a private road to the future Sioux Steel development that includes a 900-stall parking garage, a 120-unit mixed use building with retail space on first floor, 9-story office buildings & a 217 room hotel & convention center. The site will bring a large number of people to the downtown area which will support the local businesses in the area.

The City-owned portion of the project has been previously assessed and heavily contaminated soil was removed, and the rest was capped under a clay liner as part of an EPA Brownfields grant. The proposed easement work will disturb the clay liner and thus the City is asking for assistance in performing a limited Phase II assessment to properly manage the contamination left under the clay liner.

The assessment identified areas of waste oil and lead contamination throughout the 4?? Street extension. The utility corridor was excavated and approximately 1,908 tons of contaminated
soil was properly disposed at the Sioux Falls Landfill. The Brownfields cover system of one foot of clay overlain by 1.5 feet of topsoil was re-established in areas that were disturbed.
