Additional Property Attributes

Three vacant buildings currently occupy the subject property: a former service garage, a red roof structure that was a former fueling station with underground storage tanks (USTs), and a former residence. The condition of the USTs is unknown, and there is a lack of information on if any releases occurred. A Phase II Environmental Site Assessment was completed to determine if historical use of this property and USTs have caused a release to the environment. Several petroleum-related volatile organic compounds were detected in soil, soil gas, and/or groundwater exceeding Nebraska Department of Environment and Energy (NDEE) Voluntary Cleanup Program (VCP) Remediation Goals (RGs). Total extractable hydrocarbons were detected in groundwater exceeding the most stringent Risk-Based Screening Levels established by the NDEE Petroleum Remediation Section. Additionally, a Ground Penetrating Radar (GPR) survey was completed in an attempt to confirm the presence and location of any USTs still on the property. The GPR survey confirmed the presence of distribution piping at a depth of one to three feet below ground surface. The GPR Survey did not confirm the presence of USTs; however, during boring advancement at one of the sampling locations, the operator made contact with an unknown, hard object three feet below ground surface approximately four feet south of the southernmost fill port observed on site. This unknown object may be a UST. Due to evidence of petroleum-related contamination, the confirmed presence of distribution piping associated with USTs, and detection of an unknown object that may be a UST, the site is being referred to the NDEE Petroleum Remediation Section for further investigation. An asbestos-containing materials (ACM) survey was completed for all three structures on site. Regulated ACM was identified in several building materials in the red roof structure. All ACM was removed from the red roof structure in December 2022. According to the Buffalo County Assessor, all three buildings were constructed in 1900. Due to the age of the buildings, lead-based paint (LBP) may be present. If any of the buildings will be remodeled or renovated, a LBP Survey is recommended to identify all surfaces containing LBP. If identified, and future activities will disturb or damage LBP, the LBP should be properly abated or encapsulated. Ensuing mold growth was identified in the residential structure. If the structure will be remodeled or renovated, the mold should be properly abated and the source of the excess moisture repaired. If the residential building will be demolished, no further remediation or investigation of the water intrusion and mold growth is needed.
