A loan from CDPHE's Brownfields Revolving Loan Fund (RLF) is helping transform a former landfill in southeast Colorado Springs into 194-home redevelopment, creating City-owned open space, and an allowing for an extension of the Homestead Trail west of Sand Creek.

* The developer completed the cleanup of a former landfill with a $2,122,503 loan from CDPHE's Brownfields Revolving Loan Fund in early 2021.
* From approximately 1983 until 1996, the landfill accepted C&D debris and, for a short period of time, waste from the public without regulatory oversight. In the late 1990s, the landfill was covered with soil and was further impacted by unauthorized dumping.
* CDPHE provided a low-interest loan to the developer, Shuck Communities, for cleanup of the dumpsite. Funding was used to excavate and rebury approximately 99% of the debris, mostly consisting of soil, concrete, and asphalt. The loan has since been paid off and the funds will be reused for future RLF cleanup loans.
* The developer has donated 23 acres of land to the City of Colorado Springs for open space, drainage, and water quality improvements to Sand Creek.
* Since EPA's initial capitalization of the loan fund in 1999, the State of Colorado and its coalition partners have issued over 30 loans and subgrants to clean up contaminated properties across the State. This has resulted in 3,000 jobs and $900,000,000 in private investment, along with creation of new public spaces, parks, and habitat improvements.
