Founded in 1983, the Near Southside Employment Coalition, a non-profit organization, provides job readiness and computer training, GED classes, career planning and job referrals to local community members from low-income housing developments. Their base of operation is a former gas station. They have applied for federal assistance to improve the property but can't proceed with this assistance until the site has had an environmental assessment performed. There is the potential for impact of contamination to the soil and groundwater from the historic presence of an on-site gas station, an on-site machine shop, and an auto repair station adjacent to the east. Investigation into the subsurface soil and groundwater is warranted. A Phase II was conducted. Petroleum contamination, in excess of the Department's residential target levels, was found in the soil and groundwater on the west end of the property, downgradient from the former underground storage tank. Total Petroleum Hydrocarbons - Diesel Range Organics were found in the groundwater above the Department's non-residential target level. The only contamination worth noting near the current building was arsenic and lead, found in the soil, although they are within acceptable background levels for the St. Louis area. The report recommends further delineation of the soil and groundwater contamination at the west end of the property. The site was enrolled in Missouri's Voluntary Cleanup Program, and was fully delineated. Following a risk assessment, a covenant was put in place restricting the site to non-residential use. A Certificate of Completion was then issued for the property.
