Additional Property Attributes

The site consists of approximately 0.60 acres that is located at 116 East 16th Avenue in Cordele, Crisp County, Georgia. The site is currently developed with one vacant 13,832 square-foot single-story brick building with associated paved parking.

Based on review of historical documents, the subject property appeared to be vacant open/ wooded land with no structures in 1937 to 1952. Developed with a commercial structure with associated parking 1959 to the present.

The surrounding properties predominately consisted of residential properties as early as the 1937 aerial photograph. Commercial development is seen in all directions of the site beginning in 1948. The site vicinity appears essentially as it does currently since 2007.

At the time of Terracon's site reconnaissance, the site was developed with one 13,832 square-foot single-story brick commercial structure. Terracon observed an interior floor drain within the refrigerator/butcher area of the on-site structure. According to the property owner, the drain discharges to the city sewerage system. Terracon observed trash/debris within the central western portion site, such as metal debris, old furniture, ceiling/floor tiles, and electronics within the on-site structure. Terracon did not identify RECs associated with the site use/operations.

The site is bordered by the following: East 16th Avenue to the north; paved parking and vacant commercial structure to the south; 6th Street South and commercial properties to the east; and paved parking and commercial structure to the west.

GEC identified adjoining RECs during this assessment.

We have performed this ESA consistent with the procedures included in ASTM Practice E 1527-13 for the Turton Grocery site located 116 East 16th Avenue in Cordele, Crisp County, Georgia. The use of the topographically upgradient and eastern adjacent properties as former filling stations, which stored and used petroleum products, is considered a REC to the site. No Controlled Recognized Environmental Conditions (CRECs), or Historical Environmental Conditions (HRECs) were identified in connection with the site.

Based on the scope of services, limitations, and conclusions of this assessment, Terracon recommends performing a Phase II ESA to evaluate whether the use of the northern adjoining property has adversely impacted soil and/or groundwater at the site. Additionally, based on observations during the site reconnaissance, Terracon also recommends conducting a thorough asbestos and lead based paint survey prior to planned renovations or building demolition.
