Additional Property Attributes

The city of Belton wishes to see this blighted property, in existence for decades, redeveloped. The site has historically been an automotive repair station, as well as a salvage yard. The current owner of the property wishes to sell to an adjacent property owner, who wants to expand his storage facility business.

Hazardous substances, such as brake cleaner, antifreeze, and petroleum products were observed outside the building in 55-gallon drums and various containers, and stained soil was noted in the area of the drums.
The site is listed in federal records as a US Historic Auto Station, and has been an automotive salvage yard.
The offsite properties at 215 N. Scott and 111 W. Washington are listed in federal records as being US Historic Auto Stations.
Although not a REC, asbestos containing material (ACM) and lead-based paint have been identified in the buildings located onsite.
Electrical ballasts in the building may contain polychlorinated biphenyls (PCBs). A Phase II is recommended to determine if the onsite chemical handling has resulted in soil and groundwater contamination. Soil and groundwater samples should be obtained and analyzed for volatile organic compounds, semi-volatile organic compounds, total petroleum hydrocarbons, polycyclic aromatic hydrocarbons, and metals.

Future demolition or renovation of building materials containing ACM and/or LBP should be conducted in accordance with applicable local, state, and federal regulations.
Prior to changing/removing the electrical ballasts, they should be inspected to determine if PCBs are present and then properly disposed of.

Based on the history of the site, soil and groundwater samples were collected from four soil borings on the site and analyzed for volatiles, semi-volatiles, metals, and poly-chlorinated biphenyls (PCBs). While some contaminants were detected in the soil, almost all were below the Department's most stringent target levels, the Default Target Levels (DTLs). The only exception to this was lead, which was above the DTLs but below the Department's Risk-Based Target Levels (RBTLs), for residential land use. Some contaminants were detected in the groundwater samples, but all were below their respective DTLs. Given the intended future use of the site, no further investigation is recommended.
