Additional Property Attributes

The Target Property is an approximately 2-acre portion of Coalgate Park, which operates under the main municipal address 1132 South Railroad Street, Coalgate, Coal County, OK 74538. The Target Property is occupied by Coalgate Park, bound by additional park property (north, east and south), and South Railroad Street followed by residential properties (west). The general area consists of public space, commercial and residential properties. The Target Property is currently owned by City of Coalgate and is occupied by Coalgate Park. The property includes a playground, tennis courts, picnic/open space, and a 225 square foot stone/metal restroom/concession building. A paved pathway leads from the parking area on the west into the Target Property. One 225 square foot stone/metal building is present on the property. The building houses two restrooms and a concession stand. Only one restroom was accessible at the time of the site visit; the concession area and second restroom were locked.

The Phase I ESA found the following REC: REC#1 - Historic Coal Mining and Unknown Slurry Injections at the Target Property - Based on information provided by the User and the current owner, approximately 30-years ago there was a surface collapse, or sinkhole, which occurred on/near the Target Property as a result of past mining activities. The former collapse, or sinkhole, was filled using a slurry (defined as a semiliquid mixture, typically of fine particles of sand, cement, or coal suspended in water). The source of the slurry and the entity(ies) responsible for overseeing and filling the sinkhole are unknown. Coal slurry, residual coal seams and coal dusts within pre-regulation underground mines are commonly known to contain potential contaminates including heavy metals and are commonly known sources of groundwater and surface water contamination. The historic coal mining and past slurry injections into the sinkhole may have impacted soil and groundwater quality at the Target Property and is considered a REC.
