Additional Property Attributes

The subject property is situated on 1.7 acres of land with one main building (Old Eufaula Clinic) and two storage buildings. There is a portion of the 4.2-acre parcel that also contains the Eufaula Casino. The clinic building is approximately 8,000 square feet (sq ft) in size and the adjacent clinic storage building is approximately 1,200 sq ft. The western storage building (Casino) is approximately 1,400 sq ft in size. A 40-sq ft shipping container is located adjacent on the west side of the Casino storage building. The current facility began operations in the 1970s and is now currently vacant.

The Phase I ESA found the following RECs: The clinic has one remaining panoramic X-ray unit manufactured in 2008 by Planmeca ProMax. The unit appears to be in good condition. There appears to be a darkroom that may have been previously used to develop images that collected development solution (hydroquinone, N-methyl-p-aminophenol, phenidone, silver) was placed in containers stored under the counter for disposal. The room did not contain an operational drain or sink. During the 2022 site visit, cabinets appeared to be located in the area where waste containers were previously stored. Light staining was observed. Although the X-ray unit appears to be in good condition and no sinks or drains were observed in the former development area, based on the former use of X-ray technology and development solution and the lack of details regarding condition of the equipment and storage, handling, and disposal of the solution, this is considered a REC.

This assessment has revealed no controlled RECs, CRECs or HRECs in connection with the property. This assessment has revealed the following significant gaps in connection with the subject property, except the following: The lack of details regarding storage, handling, and disposal of the X-ray development solution previously used at the property.

Although not considered RECs, the following business environmental risk considerations were noted as part of this ESA: The site contact indicated the building was constructed in the 1970s. Based on historical aerial photographs, the building has been present since at least 1977. Based on the date of construction and duration of occupation, LBP and/or ACM may be present in the building. Significant moisture intrusion was noted due to roof leaks, a disconnected roof drain, and unsealed exterior penetrations. Any future planned repairs to prevent moisture intrusion and repair moisture damaged areas should be conducted in accordance with state rules and/or industry standards. The following de minimis condition was noted: small amount of oil covered with absorbent was observed surrounding the dental vacuum system unit.
