The subject property is currently utilized for auto salvaging, processing of metals for recycling, and police-generated towing and storage service. Review of the historical documentation indicates auto
salvage and towing facility use at the site since 2012 through present. Prior to 2012, the subject property was residential. 1934 city directories indicate that the subject property was a residential
property prior to being an auto salvage yard and towing operation. Surrounding properties are commercial and industrial. The lot is covered mostly by gravel and a one-story construction office trailer is situated on the west side
of the property. Several storage sheds and truck containers are used to store various used vehicle parts, machinery to work on vehicles, 55-gallon drums and plastic containers of used fluids. Staining was observed in and around the truck containers.

Various automotive parts and cars are scattered throughout the site outside of the truck containers. Crushed cars were observed stacked in the northeast corner of the property and numerous other vehicles in various stages of disrepair were stored throughout the property. Several vehicles were located between W 400 N Street and the fence along the southern property boundary for resale. Numerous 55-gallon drums and plastic totes were filled with used oil and antifreeze, and these were located within the fenced portion of the property along the southern property boundary. Other items observed included towed vehicles, various metal items for recycling, and gas cylinders. Staining was
