Asbestos containing materials were identified on piping in the basement. This area is behind a locked door and there is limited access. The were no signs of fraying or friable materials identified. The owner has the proper notices and an Operations and Maintenance Plan in place to identify the hazardous and procedures should the piping need disturbing. The lead-based paint was identified in exterior window frames. The lead-based paint and window frames are encapsulated with an inert sealant. Routine maintenance and inspections are noted in the O&M Plan.

Additional Property Attributes

In the earliest historical documentation reviewed (1885 Sanborn map), the site appears to be a mixture of public road and courthouse property. In the 1895 Sanborn map the site is a vacant piece of land in Windsor Park. The 1900 through 1912 Sanborn maps shows the site to be occupied as a Masonic Hall and Planters Bank. In the 1915 and 1948 Sanborn the site is an office and bank. The 1948 aerial photograph appears to show the site as a commercial building and appears to remain commercial through the present. The site is used as a bank and storage in the 1960 and 1965 Sanborn maps. The site has remained commercial through the present. The building is vacant at this time. The future plans include redevelopment of the property as a hotel, with a restaurant to accompany the adjacent historic Windsor Hotel.

According to the Crisp County Tax Assessor, the site at 120 N Lee Street was owned by Dalton Corp from 1976 to 1982 when it was purchased by Bank of Commerce. It was then sold to Julinao, Charles R in 1982. The site was purchased by Edgemon, John S from Julinao, Charles R in 1996 and sold to Windsor Hospitality LLC. In 2018.

Based on the historical information, hydrogeologic gradient, distance from the site, and information from the Georgia EPD facility files, two historical gas stations, the Former James Poole Insurance Age and Johnston Clyde Service Station, were located on the adjacent parcels to the north and west of the site and were considered RECs. Also, due to the aged and historical usage of the property, asbestos-containing materials and lead-based paint were noted as concerns.

Terracon performed a Phase II ESA and a Hazmat survey for the prospective purchaser, EdgeCap Partners, LLC. The Phase II included soil and sub-slab vapor sampling in areas directly down gradient from the two recognized RECs. The results of the laboratory analysis did not indicated the presence of any petroleum chemicals impacting the site at above any action concentrations.
