Additional Property Attributes

The site is located to the south of East Union Street in the east area of Vienna, Dooly County, Georgia. The site tax parcel number is 63A-30 and consists of 32.97 acres of wooded and agriculturally developed land. The property has been used as agricultural land since at least 1937 or earlier. According to the Dooly County Tax Assessor, Joiner Investments Inc. is the current property owner; the property was purchased from Georgia Pacific Pump in 2000.

In the earliest aerial image reviewed (1937), the subject property appears to consist of agriculturally developed and vacant, wooded land. Unimproved access roads appear in the wooded south area of the subject property. In the 1951 aerial image, a utility easement running north to south appears in the wooded south area of the property; the remaining subject property area appears relatively unchanged. In the 1968 aerial image, an area of the wooded southwest portion of the property appears to have been cleared and disturbed by digging. It also appears that unknown materials have been dumped/stacked south of this cleared, disturbed portion of the property. The remaining area of the subject property appears relatively unchanged. In the 1971 aerial image, it appears that water has collected in the disturbed southwest portion of the subject property. The remaining area of the subject property appears relatively unchanged. In the 1981 aerial image, a stream can be seen crossing the subject property at the southeast corner before curving and exiting the subject property in the middle of the south property boundary. Small, ponded areas are visible in the disturbed southwest area of the subject property; some of the previously cleared land appears to be revegetated. An additional stream is seen in the northwest area of the subject property. In the 1988 aerial image, the disturbed southwest area of the subject property appears to have reverted back to wooded land. The subject property consists of a mix of wooded land and agriculturally developed land. The subject property appears relatively unchanged in the 1993, 2007, 2010, 2015, and 2019 aerial images. Large amounts of glass debris and other building/construction materials were observed mixed into the soil in the southwest and middle area of the property. The undulating topography of the south area of the property indicated that the materials observed there may have been dumped on the subject property. The apparent unregulated dumping on the subject property is considered to be a REC.

Terracon's review of topographic maps and National Wetland Inventory (NWI) maps indicated that areas of freshwater forested/shrub wetland and freshwater emergent wetland are located along the western subject property border and in the southern half of the subject property. In December 2023, a wetlands delineation survey was conducted at the site. Two wetlands and two streams (one intermittent and one perennial) were identified and mapped for the site. This information will allow the owner to design protections for these areas during the redevelopment planning process.
