Additional Property Attributes

The property is planned for development of four units of affordable housing. (PPF attached to QR 9, 7/1/06-9/30/06) This site is part of a redevelopment housing project encompassing 16 apartments and 4 townhouses which have all been built and are perpetually affordable. The are managed by Rockingham Area Community Land Trust. All housing units have been constructed and are presently pending purchase and sales agreements. Most recently the Proctorsville Green Housing Project was the recipient of Best of the Best Awards 2009 � Vermont Energy Star Homes Winning Project. Other funding resources included a grant from the Vermont Community Development Program (VCDP), tax credits, a Community Development Block Grant, Housing Vermont, and RACLT. RACLT has been an active developer of affordable housing in southern Windsor County since 1988. RACLT is a fully staffed non-profit developer. RACLT partnered with Housing Vermont on this project. Housing Vermont is a nonprofit syndication and development company founded in 1988, and creates permanently affordable rental housing for Vermonters through partnerships with local organizations, public agencies and the private sector. These highly successful partnerships have produced more than 4,000 affordable apartments in 131 different developments. This project was part of a larger project which included rehabilitation of two other buildings located on or near the Proctorsville Green. A total of 16 rental units for low and moderate income households. The four townhouses are part of RACLT�s Home Program where appreciation is shared by the owners and RACLT thus keeping the units perpetually affordable in an area where affordable housing is scarce. The project helped to create more than 20 local jobs for remediation efforts and construction.

Former Use: Undeveloped property adjacent to property that has included a woolen mill, a manufacturer of cable spools, and a loudspeaker assembly plant. The property was crossed at one time by a railroad spur. The Village of Proctorsville, one of the two village centers in the Town of Cavendish, is located on the main route to the popular Okemo Mountain Resort in Ludlow. Proctorsville Green was the second phase of a broader community development initiative to rebuild an important section of the village center which suffered a disastrous fire in 1982. The 2.23-acre site had been home to the Proctorsville Woolen Mill since 1836. The Mill had been a complex of buildings made of brick, wood and stone. Some of the structures were four-and-a-half stories tall before the fire leveled the area. Only a smokestack, some foundation remnants and a few, smaller, damaged buildings remained.
