Additional Property Attributes

Based upon recommendations made in the Phase I ESA and SAP completed by Otwell Mawby, P.C. in April and June 2006, a Phase II investigation involving soil and groundwater evaluation, sampling and laboratory analysis was completed. Based on the soil and groundwater analytical results from the samples collected at the subject property, the Phase II did identify the presence of 1,2,4-trimethylbenzene (CAS# 95636) in soil and arsenic (CAS# 7440382) in groundwater exceeding MDEQ Generic Residential Cleanup Criteria, the site does meet the definition of a �Facility� as defined by Part 201 of Act 451 as amended. Subsequent BEAs were completed and submitted to the MDEQ for the acquistion of the properties by the City of Scottville.

Former Use: The subject property had been developed since at least 1916 for residential dwellings and two blacksmith shops. Between 1916 and 1924 the blacksmith shop located on the southwest corner of Parcel 1 of the subject property was redeveloped and used for the operation of a sales and service business, potentially associated with automobiles. A gasoline tank was identified on Parcel 1 of the subject property. The blacksmith shop located on the southeast corner of Parcel 3 of the subject property remained until sometime between the 1930 and 1950 when it was redeveloped for the operation of a store. The building on Parcel 1 remained developed with several additions to it, and remained utilized for an auto sales and service business, hardware and implement sales and truck repair, and as most recently the former Healy Dodge automobile dealership. The gasoline tank identified on Parcel 1 remained until sometime between the 1930s and 1950s. No additional information was available on the fate of the gasoline tank. The residential dwellings and the store located on the southeast corner of Parcel 3 were removed from the subject property and the subject property has remained undeveloped.
