The Downtown St. Johns Brownfield Revitalization Project is a great opportunity for the St. Johns community and the City of Portland's Brownfield Program. It represents the pilot case where the Brownfield Program will own the property through the city and receive revenue from the property's sale to begin an internally-generated funding source. After lying vacant for 30 years, the activity generated by the Portland Development Commission (PDC) and the city's Brownfield Program has created a great deal of investment and redevelopment interest where none existed before. This project is an example of where EPA funding and the city's initiative brought a project forward from nothing. The property is in the heart of the St. Johns commercial district, and its redevelopment has been identified as an important aspect of the district's commercial viability in the St. Johns Plan. (PPF attached to QR 2, 1/1/06-3/31/06) Currently owned by the Portland Development Commission (PDC), the property is being transferred to the Portland Browfield Program who, now having completed site remediation, will perform public involvment and visioning for the site. Title to the property was officially transferred to the brownfield programin January 2007. (PPF, 1/31/07) Cleanup activity conducted in June 2006 included removal of 9 Underground Storage Tanks and approximately 1,100 cubic yards of contaminated soil form construction debris with lead and PCB contamination was removed and disposed of at an appropriate facility. Site resotration included backfilling with clean fill and re-seeding on the northenhalf of the property and tcompacted agravel fill for the former parking lot portion of the site onto the south. (PPF, 1/31/07) To date, two public neighborhood meetings have been held to discuss future development on this site. The first, on November 1, 2006 was attended by over 70 community members. During this meeting we created initial development concepts for the site and established community preferences for the process the City will use to inform the public and select a developer. The second meeting on January 24, 2007, was attended by over 90 community members. Discussion during this meeting elaborated on development concepts developed during the previous meeting. It also included lengthy discussion regarding a community based steering committee that would draft the development Request For Proposals (RFP) and review development proposals. This site is adjacent to another publicly owned Parks and Recreation facility, the St. Johns Racquet Center (SJRC). The SJRC is considered underutilized and in need of upgrading and maintenance beyond the parks deparment's available finances. The decision was made to allow public visioning for the SJRC in tandem with that of the brownfield site. This is intended to generate revenue from the potential sale of the facility to replace the recreational opportunity either on this site as part of the redevelopment or elsewhere in the community. (PPF, 1/31/07) To date, three public neighborhood meetings have been held to discuss future development on this site. Each was attended by at least 70 community members. They included lengthy discussion regarding a community based steering committee that would draft the development Request For Proposals (RFP) and review development proposals. This committee has been meeting since summer 2007 to discuss outline community driven development priorities for this site and and adjacent site owned by the City of Portland Parks and Recreation Department. A development RFP will be issued in the summer of 2008. (PPF, 5-19-08)

Former Use: This property is a former gasoline station and automotive garage purchased by the Portland Development Commission (PDC) in 1977 while the district was an Urban Renewal Area. Since acquisition, the structure was demolished, but underground storage tanks were left in place. The property has been left unaddressed due to resource constraints at the PDC. Through
