Additional Property Attributes

There are a number of commercial buildings on location in various stages of disrepair. Some are salvageable. This property is in a prime spot for development. Phase I identified a number of potential issues for concern that need to be dealt with during Phase II. (PPF attached to QR 12, 7/1/06-9/30/06)

Former Use: The Flory Plaza property is 45.8 acres in size and consists of approximately 1,000 feet of commercial frontage on the north side of Business Route 4, an undeveloped meadow, and riparian land associated with the Clarendon River, which crosses the property. A total of 5 buildings of varying construction, condition and age occupy the property. These buildings and their most recent uses include: a former motel and restaurant, a former service station, a former swimming pool supply store, a former snack bar and diner and a former office building (formerly containing the Center Rutland Post Office and a plumbing and heating materials supply store). These buildings are currently all vacant and in varying states of disrepair. Recognized environmental conditions exist at the site due to the presence of petroleum-related VOCs, PAHs, and metals. Affected media at the site includes soil and groundwater and impacted building materials have been identified. Selected corrective action include: 1) monitored natural attenuation of petroleum related VOCs in groundwater and soil and closure of the Flory Plaza water supply well; 2) excavation and removal of the septic tanks and a dry well located behind the former pool store; 3) excavation of PAH-contaminated soil; 4) evaluation of the potential impacts to soils beneath the former service station from the potential floor drain and possible excavation if contamination is found; 5) excavation of fuel-oil contaminated soil associated with the leaking AST in the office building; 6) closure of the office building floor drain/sump with hydraulic cement; 7) excavation of lead-and antimony-impacted soil near the office building back door; 8) excavation of petroleum-contaminated soils on the West Proctor Road Parcel; 9) closure of monitoring wells on the Motel
