Additional Property Attributes

The former Filippo Dry Cleaner property is 0.2 acres in size and located on Woodstock Ave. (US Route 4), approximately 0.4 miles east of the intersection with US Route 7. The abutting property to the south, known as the �JAMAC property� has been included in site assessment activities and is approximately 0.3 acres in size. Both properties have municipal water and sewer service. Former activities of the property include dry cleaning, coin-operated Laundromat and auto repair and gasoline service station. The property has been vacant since the �Filippo Cleaners and Tailors� dry cleaning operation ceased in 1993. Until recently, the only building on the property was a two-story cement block building approximately 150� X 80�. A portion of the building was demolished in 2004, and the remaining portion of the building was demolished in 2008. Currently, only the foundation walls along the eastern, northern, and western sides of the building are standing. Assessment and Remediation Planning activities have included: a Phase I ESA (July 2006); removal of three petroleum USTs (November 2006); a Phase II ESA (December 2006); additional subsurface investigations (June 2007, February 2008 and August 2008), corrective action feasibility testing (October 2009) and a Corrective Action Plan (August 2010). Results to date indicate very high concentrations of CVOCs in the saturated soil under the northeast corner of the building, assumed to be the source area where the solvent tetrachoroethene (PCE) was released. These results indicate a dissolved phase plume of CVOCs (combined concentrations of PCE, TCE, 1,2-DCE, and VC) emanating from the source area southward onto the JAMAC property. The plume in shallow groundwater encompasses most of the Filippo property and 1/3 of the JAMAC property. The core appears to be migrating southward based on the decreasing concentrations under the building and rising concentrations under the JAMAC property. The plume in the deeper groundwater has a lower magnitude but may extend further southward toward a residential neighborhood. Results indicate that the plume is advancing deeper and further southward. Deep well data confirms that the CVOCs have migrated vertically into the glacial till aquifer. It is estimated that an area of 9,000ft2 under these two properties has been impacted by dissolved concentrations of CVOCs above Vermont standards. The plume of petroleum VOCs is by comparison minor. Results indicate a thin plume extending from the former UST grave southward along the eastern edge of the building. The petroleum plume does not appear to extend onto the JAMAC properties. The corrective action is proposed in several steps. The first step is to utilize soil excavation to remove contaminated soil. The excavation of an estimated 240 cubic yards from the source area and 70 cubic yards from a smaller secondary area will eliminate grossly contaminated soil underneath the slab and reduce groundwater contamination underneath and downgradient of the building. The second step will be to install a granular iron permeable reactive barrier (PRB) on the JAMAC property to stem further migration of groundwater contamination toward a residential neighborhood. Finally, the third step will be the installation of sub-slab ventilation systems in conjunction with the construction of future buildings to protect indoor air quality. The property is currently owned by Second City LLC, a development company that desires to redevelop the property into commercial/retail use.
