The Village of Elmore began the USEPA cooperative Agreement by submitting a QAPP to the USEPA and requesting community involvement by holding a public meeting in April 2009 to discuss assessment activities to be performed at the former Hunt�s Sohio. A Phase I was performed for the site. The Phase I discussed the continuing presence of four USTs at the site: one 6,000 gallon steel UST used for leaded gasoline, one 6,000 gallon steel UST used for unleaded gasoline, one 4,000 gallon steel UST used for super unleaded gasoline, and one 275 gallon steel used oil UST. In addition, the Phase II summarized previous Phase II field activities performed at the site, which included an Ohio EPA Targeted Brownfield Assessment, which determined the soils and groundwater were impacted with petroleum products. The Phase I recommended a Phase II that would comply with the Ohio Bureau of Underground Storage Tank Regulations Ohio BUSTR requirement, which would consist of the removal of the USTs and subsequent soil sampling from the sidewalls and bottom beneath the tank of the tank cavity, and a geophysical survey to determine the location of the four USTs to aid in removal of the USTs. The geophysical survey, consisting of both an electromagnetic and ground penetrating radar survey, was performed in May 2009. Results of the survey indicated the presence of a 5th UST unknown to anyone in the Village. During removal, it was determined the 5th tank was an 18,000 gallon steel UST with unknown contents. This tank was larger than the four known USTs combined and the removal greatly increased the cost of the BUSTR UST Closure. Per BUSTR, soil samples were collected during Closure activities from the sidewalls of the tank cavities and from beneath the tanks once they were removed. Since groundwater was not observed in any of the tank cavities, groundwater samples were not submitted as part of the Closure process. Sol results indicated one soil sample above BUSTR TPH action levels for Class 2 soils. However, with additional samples surrounding it below action levels, a No Further Action letter was requested of BUSTR. The Closure report was submitted to BUSTR in September 2009. A response letter was received from BUSTR regarding the Closure report in January 2010. The response letter indicated that based upon the TPH soil result, an NFA could not be issued and BUSTR was requesting a Tier 1 Source Investigation, which would require additional soil sampling and the installation of at least two more monitoring wells. At that time, approximately 6,000 remained in the Village�s USEPA Assessment Grant, not enough for the additional sampling and analyses of soil and groundwater, and the submittal of the BUSTR Tier 1 report. As such, the Village applied for another Ohio EPA TBA Grant. TBA funding was delayed due to the release of funds to Ohio EPA by the USEPA. In addition, other TBA applications were a head of the Elmore application. Funding was obtained in January 2011. To ensure that the sampling would comply with BUSTR protocol, the work plan submitted as part of the TBA application was forwarded to BUSTR for comment. Comments were received from BUSTR in February 2011. A meeting was held at BUSTR which included BUSTR, Ohio EPA and the Village�s consultant to discuss the work plan. A final work plan was submitted in May 2011 and fieldwork commenced the end of June 2011. The TBA grant provided a Geoprobe and crew to advance soil borings and install three piezometers, and provided soil and groundwater analyses at an Ohio EPA subcontracted lab. The Village�s consultant provided a geologist to log soil borings and complete and submit the BUSTR Tier 1 report once the analytical data was received. It was decided at that time, that even though the Elmore USEPA Assessment Grant would end the end of July 2011, an extension was unnecessary as the final report could be submitted in that time .
