Phase I & II Propective Purchaser Consolidated Graphics requested Ohio Voluntary Action Plan (VAP)Phase I & II prior to purchase in fall 2006. during the time period a VAP phase I was conducted by the time the report was being produced the AAI requirements were implimented nationwide therefore a second Phase I was conducted for the applicant meeting national AAI standards and an additional cost of $1,200.00 bringing the total for Phase I investigation on this site to $7,700. A VAP Limited Phase II Property Assessment was performed on this site following the VAP Phase I indicating potential environmental concerns associated with the Site. The soil analytical results from the Phase II conducted in January and February of 2007 indicated the 4 to 8 foot sample collected from SB-07 has a concentration of lead that exceeds the applicable VAP standards. A potential remedial action strategy for this area would be to prohibit excavation greater than 4 feet below the surface in this area. In the event, the planned redevelopment requires deeper excavation in this area, the exceedance area should be delineated, removed and disposed of in accordance with local, state and federal regulations. In addition, the concentrations of arsenic and benzo(a)pyrene in surface soil sample SS-02 exceed the applicable VAP standards. Potential remedial actions for this area include the placement of a minimum of two feet of clean fill materials over the area or paving the area; these strategies are considered engineering controls and would have to be managed and monitored accordingly. The exceedance area could be delineated, removed and disposed of in accordance with local, state, and federal regulations. A preliminary review of the soils observed at the Site indicates the presence of fill materials should not be a tremendous impediment to the planned redevelopment of the Site. There are portions of the Site with buried construction debris and slag, which may require some management during construction. The groundwater analytical results indicate the concentrations of lead in monitoring wells OW-2 and MW-1 exceed the applicable VAP standards. A potential remedial action strategy would be to restrict groundwater use at the Site, which is considered an institutional control. In addition, the concentration of zinc in OW-2 exceeds the surface water standards for Lake Erie. The surface water standards are relevant to the Site if the applicant chooses to enter the OEPA�s VAP to obtain No Further Action (NFA) and Covenant Not to Sue (CNS) status. Phase III In May 2008 the city of Cleveland requested a Remedial Action Plan (RAP) on this subject property. The city has been in negotiations with the original applicant to the County (Consolidated Graphics) for assessment investigation (Consolidated Graphics) and have requested information on remediation to complete negotiations. The RAP was completed on July 31st 2008 and is noted as a Phase III in the Funding Type/Source section of the document. USEPA authorized the use of $3,407.01 of the remaining Cooperative Agreement BF-96530401 hazardous substance funds to be utilized towards the development of this RAP.County funding in the amount of $9,492.99 was also used for the additional cost of the RAP and also the cost proepare a report detailing the potential costs to perform the necessary clean-up indicated in the July 31, 2008 RAP report.

Former Use: This site is located on the corner of South Marginal(north boundry) and Marquette (east boundry). The property has been utilized since approximately 1896 for industrial purposes.Forest City Copperas Company appears to have been the first occupant of the property. The American Steel and Wire Company utilized the property for the manufacturing of barbed wire. The City of Cleveland primarily utilized the property for the storage of utility poles and electrical equipment, although coal storage and conveying as well as an "automobile pond" (as listed on a historical Sanborn
