Additional Property Attributes

The subject property is located in downtown Springfield and occupied by one vacant building constructed in approximately 1950. The 2008 Phase I identified the historical use of the property as a paint shop for 30 years, and a heating plant from 1933-1957 as RECs. The unknown environmental impacts of these past uses caused a recommendation for further investigation. Suspect ACMs observed at the site included ceiling tile, vinyl floor tile and ceiling texture. Sampling and analysis of those materials would be necessary in order to determine the asbestos content of these items, if any. Following the 2008 Phase I, a Phase II was recommended to determine whether or not the various past uses of the site as a paint shop and heating plant impacted subsurface soils and/or groundwater in the area of the subject property. The Phase II identified that the soil samples analyzed indicated concentrations of total lead and selenium concentrations exceeding the DTL, but below the residential RBTL. The soil samples analyzed indicated arsenic concentrations ranging from 5.1 mg/kg to 6.9 mg/kg, which exceeds the arsenic DTL of 3.89 mg/kg. Arsenic is naturally occurring in the surface soils. The geometric mean for the naturally occurring concentration of arsenic in surface soils is 8.7 mg/kg. The detected arsenic concentrations appear to be naturally occurring. Based on the findings of the Phase II assessment, no further environmental assessment or cleanup planning was recommended in response to the soil conditions identified on site. The 2009 Phase I was performed in accordance with AAI provisions prior to purchase of the property by Missouri State University. No recognized environmental conditions for the subject property were identified. Suspect ACMs observed at the site included ceiling tile, vinyl floor tile and ceiling texture. Sampling and analysis of those materials would be necessary in order to determine the asbestos content of these items, if any renovation or demolition is to occur. Per 5-14-2010 email from City, asbestos survey not done and redevelopment had not started yet. No further investigations were recommended after the 2009 Phase I. This property is planned for additional laboratory space to be used in conjunction with Jordan Valley Innovation Center as part of the future IDEA Commons project for Missouri State Unviersity. Since soil arsenic lower than background, it is not listed as found, and since soil lead and selenium contamination below residential RBTL and use is non-residential, cleanup is not required. As long as suspected ACM is not disturbed, cleanup not required.

Former Use: From 2004 to present, the subject property has been leased and utilized as office space by Drury University's Students in Free Enterprise program. A mortuary service occupied the Site from approximately 1996 to 2004 and conducted embalming and autopsy activities onsite. The site was vacant between approximately 1987 and 1996. From approximately 1957 to 1987, the subject property was occupied by a sign painting and manufacturing company with the Site being vacant in 1962. For an unknown amount of time between 1933 and 1957, the subject property was utilized as a baled rag storage and heating plant and shop for D. M. Oberman clothing manufacturing company located north of the Site, across Tampa Street. In approximately 1933, the subject property was utilized as a private garage. Prior to that time, the subject property was undeveloped land.
