Garland Company, an employee-owned manufacturer and distributor of commercial and industrial roofing would like to purchase a 2 parcel 1.2-acre site located adjacent to their curren facility for expansion purposes. The applied for and recieved a clean ohio assistance grant to conduct Phase II environmental site assessment activities on this property. One of the buildings is condemned and collapsing, soil and groundwater sampling work that normally would be done inside the building will need to be done in the right-of-way of a public street (East 91st) and a neighboring property owned by a public utility (Cleveland Public Power). Due to Clean Ohio regulations the Clean Ohio Funds can not be used for " off site testing". the prospective purchaser ( Garland Corporation) has requested assistance for this needed testing. Phase II Partners Environmental, in conjunction with the State of Ohio funded Phase II conducted soil and groundwater testing on the perimeter of the site in accordance with their previously prepared SAP and QAPP . While VOC's and PAH's were found below laboratory MDL comparison standards in both the soil and groundwater samples, the MDL for benzo(a)pyrene exceeded the comparison standard. Applicant is completing Clean Ohio assessment and intents to purchase property.

Former Use: The property consists of parcel 133-26-014(3819 East 91st) 0.13 acre, rectangular shaped vacant parcel of land currently paved/gravel and parcel 133-26-076 (3828 E. 91st) a 1.2 acre, irregular shaped parcel with three (3) interconnected buildings. Building # 1 (circa 1930) is a one-story brick with wood framing, 26,400 square foot, condemned, unoccupied, and in an unsafe condition due to collapsing roof. Building # 2 (circa 1959)is a two-story steel frame building with brick and concrete block walls. Both floors have 8,556 square feet of floor space. The building was being utilized as a bakery as of the Phase I Environmental Site Assessment(ESA) conducted on June 8, 2006. Building # 3 (circa 1969) is a two-story steel frame building with brick and concrete block walls consisting of 12,054 square feet of floor space on the first floor and 6,000 square feet of floor space on the second floor. The second floor was being used (as of 6/8/2006 ESA) for bakery purposes while the first floor was being utilized as storage of miscellaneous equpment including flood products, tow motors, air compressors and wooden pallets. Prior owners include: the National Steel Barrel Company, Midwest Manufacturing Company, Trnsparent Specialties Corporation The Garland Corporation, Algern Aluminum foundry Co. and Aabeco Realty Corporation.
