Additional Property Attributes

This is a vacant piece of property located in the Palafox Corridor Brownfields Pilot Area. Mr. Doug Halford has a contract to purchase the property from Mr. Bair and is using the Brownfields Program for financial assistance to conduct AAI Due Diligence. The Phase I ESA has been completed and has revealed that the adjoining properties to the North and East have demonstrated levels of arsenic and lead above state levels. As of this report, Mr. Halford has not indicated he wishes to continue with the Phase II portion of the investigation. (PPF-1/31/07)

Former Use: Vacant property located at the confluence of Fairfield Drive and Texar Drive. The property is under a contract to purchase. The purchaser, Mr. Doug Halford, enrolled the property into the Brownfields Program to satisfy the AAI Dues Diligence requirements for Prospective Purchaser Landowner Liability Protections (LLPs) under the Comprehensive Environmental Response, Compensation and Liability Act of 1980 (CERCLA) amended by the Small Business Liability Relief and Brownfields Revitalization Act of 2001. Due to a 60-day time period constraint afforded the purchaser in the purchase contract that allowed the purchaser to perform all Environmental Site Assessment, Mr. Halford, while waiting for the EPA Brownfields Program funded Phase I ESA to be completed, commissioned an independent Phase II using personal financing. This Phase II revealed elevated Arsenic and Lead concentrations above State Soil Cleanup Target Levels (SCTL). Groundwater sampling demonstrated no levels above Groundwater Cleanup Target Levels (GCTL). The EPA/Brownfield Program funded Phase I ESA recommended a formal EPA/Brownfield funded Phase II conducted by Mr. Halford. The adjoining properties to the north and east have documented lead, arsenic and tetrachloroethene contamination. Applicant has not contacted Escambia County Brownfields program to continue with further investigation. It is believed the applicant funded an independent Phase II Site Assessment. It is further believed at this time that the applicant will no longer seek funding from the Escambia County Brownfields Program. (PPF-1/31/07)
