In the year 2000, the Middlebury Union High School purchased the American Legion in Middlebury Vermont and the associated land and parking lots. MUHS hopes to demolish the building and turn the facility into a new sports facility since it lies adjacent to many of its playing fields. In 2009 MUHS approached ACRPC and its Brownfields Program and requested help to assess the existing structure for either petroleum contamination or hazardous materials so I would know how to address the property when it came time to redevelop it. ACRPC hired ECS to assess the facility. The Phase I investigation revealed that the building was of the vintage that might contain lead paint or asbestos in the flooring or ceiling and also revealed evidence of mold contamination and some petroleum contamination associated with the building�s former fuel tank. ACRPC hired ECS to also do a Phase II investigation to address each of these issues, the most significant of which was the potential contamination from the fuel tank. The Phase II report revealed that while some contamination existed, it was low level contained by the clay soils on the site and did not pose a threat to human health. Accordingly, ACRPC and ECS closed the site, filed a notice of the findings in the land records and gave instructions to MUHS concerning procedures it should use to address the minor contamination when it demolished the building and redeveloped the property. The Vermont Department of Environmental Conservation issued a Site Activities Management Compliance �SMAC� letter officially closing the site on . MUHS now has the information it needs to redevelop the Legion Fields for its extra-curricular activities as its budget allows.
