In 2022, the City of Portland Brownfield Program conducted a Phase I ESA for Sister City, a local housing developer, to examine the site's suitability for redevelopment into an affordable or workforce-level family housing complex ahead of its purchase by Sister City. The Phase I recommended a Phase II ESA be conducted, and the process of developing a QAPP was begun. Purchase negotiations between the potential housing developer, Sister City, and the current property owner reached an impasse and work at the site concluded before the QAPP or Phase II could be completed.

This former gas station along a commercial corridor in Portland was owned by a local resident. Questions about environmental conditions were stalling redevelopment. In 2010, assessment provided with these EPA funds clarified environmental conditions, and the property was quickly sold for redevelopment.
