Additional Property Attributes

Initial development of the area originated in the late 1940s and by the mid 1950s, much of the current usage was in place. Although some of the commercial/industrial properties have changed ownership, the basic usage of the properies have remained the same. Private dwellings have remained consistent since initial development, although many of the homes are currently vacant/abandoned. Much of this property was never developed and vacant lots are common throughout the site. The area has been historically associated with low income/minority populations. There are approximately 110 individual properties in this area associated with 80 or more owners. Several of the properties are potential Brownfields, such as the Coca Cola Bottling Company, the PSO Substation, several abandoned service station sites, a former "battery exchange" site, several former automotive repair shops, a former dry cleaning establishment, and at least one older church. Although a visual initial site assessment and data base research have been pursued, the completion of a Phase I ESA is pending public notice by the Lawton Urban Renewal Authority (LURA) and written approval/authorization to initiate Assessment/All Appropriate Inquiry activities. The project has high potential as a candidate for RLF loans for site remediation/cleanup. (PPF, 7/24/2006)

Former Use: LURA Phase I Project consists of the acquisition in a 12 block area. There are 192 individual lots consisting of vacant lots, private dwellings, abandoned structures, businesses, Coca-cola bottling co., 3 churches, funeral home, and an electrical sub-station. Project consists of property acquisition demolition, and construction of new structures with emphasis on smart growth attributes i.e., consolidation of businesses, access via walking, energy efficient structures and utilities, etc.
