Additional Property Attributes

The property consists of concrete and steel grain silos constructed in 1904. For the next 101 years, the grain silo operation continued until the property was sold to B&G Ventures, LLC in 2005. In 2007, the Anderson Group, LLC, formed in order to save the historical grain mill and silo structures from being demolished by B&G Ventures. The Anderson Group purchased the property from B & G Ventures in 2007 for $750,000. In January 2008, IDEQ received a letter from the City of Moscow supporting the Anderson Group's Brownfield application and the property was enrolled in IDEQ's Brownfield program. The previous owner's had privately-funded both a Phase I ESA and a Phase II ESAI prior to the Anderson Group�s application to IDEQ's Brownfield program. In June 2008, IDEQ's contractor completed a Supplemental Phase II to identify data gaps in the earlier Phase II. Samples collected from subsurface soils, building surfaces and drainage water in the grain elevators found PAHs, pesticides (DDT, DDE, & DDD), RCRA 8 metals (As, Ba, Cr, Hg, and Pb), lead-based paint, and asbestos related compounds exceeded regulatory standards. The Anderson Group applied and was accepted into Idaho's Voluntary Cleanup Program (VCP). Remediation was completed to residential-use standards during the fall of 2009. IDEQ issued both a Certificate of Completion and a Covenant Not To Sue in early 2011. The Anderson Group was an accepted participant in the Idaho Community Reinvestment Pilot Initiative (Idaho Code Section 39-7211) and qualified for a rebate of $150,000 to cover expenses that were incurred as part of remediation activities. Clayton Anderson, one of the members of the Anderson Group, said his group initially purchased the silo property with the plan to build apartments and commercial structures on the plot, however, those plans never materialized and the property was put up for sale. In August 2017, the Anderson Group sold the property to Andrew Crapuchettes for an undisclosed amount. Mr. Crapuchettes plans to re-use the historic grain silos beginning in 2018.

Former Use: The 1-acre Jackson Street Silo property was used as a grain elevator/silo complex since the Cochran Brothers built their flour mill in 1904. The property site consists of 12 grain silos, one grain storage building and one grain mill. In the 1920s, Latah County Grain Growers Association bought the property and continued the grain/silo operations until it was sold to Primeland Seed Company in the 1950s The property is located in Moscow at the intersection of the University of Idaho campus and the downtown area. Primeland continued the grain/silo operations until the property was sold to B&G Ventures, LLC in 2005. Due to its proximity to the heart of downtown Moscow and its position at the intersection of the University of Idaho main campus and the downtown area, the City of Moscow recently zoned the property as part of the Central Business District. The property is located along the former agricultural industrial transportation corridor. This corridor has been designated as the primary target area for the Moscow Urban Renewal Agency. Adjacent land use is mixed retail/commercial/office to the north; an abandoned railroad line to the south and west; southbound Highway-95 to the east with central business district beyond; and Crites Growers light industrial operation to the west with the University of Idaho main campus beyond.
