In summary, the assessment of the RECs identified in the Phase I ESA found evidence that the past operations of the Property have impacted the Property. We recommend an environmental restrictive covenant prohibiting groundwater use for potable purposes be recorded with the deed for the Property. In addition, engineering controls limiting future urban farming activities to exposure to impacted soil would reduce the potential for unacceptable exposures to site visitors and consumers of food grown on the Property.

Additional Property Attributes

The property will be redeveloped as an urban farm/learning center.

Former Use: Historical records indicate the Site was occupied by Muncie Foundry and Machine prior to 1911. Records indicate the Frank Foundry Corporation operated the foundry between 1911 and 1950 and reminaed at the Site until 1996 when the Site was purchased by Mr. Milton McCarter. Foundry operations at the Site included a machine shop, core ovens, copulas and drying ovens. Sand molds from past foundry operations are located throughout the Site buildings. Foundry sand is also located extensively throughout the Site. The Site parcel next to the Cardinal Greenway appears to have been used for foundry sand disposal. Foundry sand covers this parcel to depths of up to six feet deep in some areas of the parcel. When Mr. Milton McCarter obtained the Site in 1996, various materials and wastes were brought to the site. These materials included transformers, capacitors and waste tires. The U.S. EPA conducted a removal action in 1999 that included the removal of these wastes and other material still present on the Site from past foundry operations. The current owner uses the property to store material from building salvage operations. Additionally, other material stored on the site includes petroleum products, paints, and solvents. The Site buildings are in various conditions, from severe disrepair to good and in use. The buildings in good condition are being used by the current owner for storage and material salvage operations. Equipment from foundry operations is present throughout the buildings. Areas of the Site not under roof are overgrown with vegetation or wooded and are covered with foundry sand. Miscellaneous debris is scattered throughout the buildings including general refuse to miscellaneous containers and foundry remnants.
