Additional Property Attributes

Former Use: North Street Properties is located on Nimishillen Creek within the the City of Louisville. Currently, the Louisville Towing Company and impound lot occupies the Property. The Property is zoned industrial and includes several buildings, a fenced car impound lot, and woods. Surrounding land use includes an active rail line to the south; undeveloped lands and North Street to the north; and commercial and industrial properties to the west and north beyond Nimishillen Creek. Ohio EPA initiated regulatory action at this Property during 1983 in response to allegations of buried oil drums and transformers. A subsequent inspection led to an enforcement action. In 1984, another inspection identified PCB-contaminated materials, which were removed during July 1984. In 1985, Ohio EPA was notified that the Property was vandalized and hazardous materials were released. U.S. EPA�s Technical Assistance Team conducted an inspection and identified high concentrations of solvents, paint wastes, and PCBs, which warranted an emergency removal action. Between 1985 and 1987, Ohio EPA and U.S. EPA stabilized and removed all identified wastes. In 1993, a U.S. EPA contractor, PRC Environmental Management, performed an Expanded Site Inspection (ESI), which relied on previous assessment work completed on the Property. The ESI concluded that low levels of metal contamination exits near the on-Property buildings. Potential PCB issues in Nimishillen Creek were attributed to the nearby Ohio Transformer site. The Property scored low in the hazard ranking system and was assigned a �No Further Remedial Action Proposed� NFRAP status. In July 2006, an ASTM Phase I Property Assessment of the site was completed by MVTI Environmental Solutions. In May 2007, a VAP Phase I Environmental Property Assessment was prepared for the City of Louisville by Brownfield Restoration Group.
