Additional Property Attributes

Parcel C is one of at least three areas in Naugatuck formerly known as the �Uniroyal Complex�. Parcels A and B are located immediately to the south of Parcel C Site and are not considered for remedial treatment at this time. Parcel C consists of approximately 5.1 acres of land. Parcel C-North is approximately 2.8 acres and is currently occupied by the Naugatuck branch of the United States Postal Service. Parcel C-South consists of approximately 2.3 acres of land and was formerly occupied by the U.S. Rubber Company. Parcel C-South is the area currently undergoing remedial efforts and is the subject of this cooperative agreement. Parcel C-North is not part of this cooperative agreement or current work. Parcel C-South was developed in 1843 for use as a rubber-goods factory and was used for manufacture of rubber gloves and footwear from 1843 through 1983. From approximately 1983, Parcel C-South has been mostly unused. Multiple buildings from the former Uniroyal Complex were demolished between 1985 and 1989. Presently, Parcel C-South is undeveloped except for one unoccupied two story brick building referred to as Building 25. Current plans are to rehabilitate this building for use as a community center and rename it to the �Charles Goodyear Multicultural Center�. The goal of proposed remedial actions is to reduce soil and groundwater contamination to levels that will allow for unrestricted use of a portion of the property for redevelopment. An environmental land use restriction ELUR is proposed for the remainder of the property including an area beneath a proposed municipally owned parking garage. When implemented, the remedial actions will mitigate potential groundwater volatilization impacts from chlorinated solvents and decrease exposures to site soils containing relatively low concentrations of petroleum-based compounds and lead. Proposed remedial actions include mass excavation and segregation of approximately 20,000 to 25,000 cubic yards of contaminated soil, concrete structures and buried rubber. Contaminated soils are to be removed from a proposed unrestricted development area. Clean concrete and rocks are to be crushed and used on-site to the extent practical. Limited offsite disposal is required for soil with elevated lead concentrations. Some soil with PAH exceedance also required offsite disposal, in order to reduce the volume of onsite contaminated soils to a quantity that could be handled by the ELUR area. Within the ELUR area, clean soils i.e., with contaminate levels below CT DEP RSR limits exist below the overlying contaminated soils. Following confirmation sampling, these �clean� soils are to be acquired for fill within the unrestricted development area. This provides the benefit of generating �clean� fill onsite and increasing the volume of contaminated soils that may be placed as backfill within the ELUR area. Original work proposals incorporated treatment of soil to reduce contaminates. This work was permitted under a demonstration permit by CT DEP. Following the start of cleanup efforts in April 2010, polynuclear aromatic hydrocarbon PAHs impacted soil were blended ex-situ and treated with oxidants Ex-situ Chemical Oxidation ESCO on-site in a controlled manner. These remedial actions were intended to reduce contaminant concentrations below R-DEC and GB-PMC criteria, however very limited success was observed in the field. Despite indications of positive results in laboratory bench scale testing, only a small fraction of the soil treatment in the field was successful. Therefore, moving forward further onsite treatment will not be attempted. The work plan was revised to incorporate expanded use of ELUR areas to meet the ultimate ive of reducing exposure to site soils. Groundwater contaminated with chlorinated solvents will be treated using In-Situ Chemical Oxidation ISCO injection wells.
