Additional Property Attributes

The conclusion of the Phase II report stated that no exceedences of the applicable RCS-1 standards were found in the samples from the six soil borings. Groundwater samples collected during the first monitoring event had high turbidity levels, which did not decrease during the sampling event. These samples were not field filtered and were submitted for analysis. Elevated concentrations of lead were detected in the sample from one of the groundwater monitoring wells. A second groundwater monitoring event was conucted later, and in accordance with the MCP, the sample collected was field filtered and submitted for analysis, which found no lead detected. Due to the high turbidity readings in the initial sampling event, the second sampling round are considered more representative of site conditions. Also, it should be noted that two disposal sites abut the site to the north and south. The direction of groundwater flow at the subject property is to the west, indicating that both of these disposal sites are crossgradient to the subject site. The results of the subsurface investigation did not identify impacts from these releases on the subject property. Based on the evaluation conducted of the subject site, no additional response actions are proposed.

Former Use: The property is located in the southern portion of the Town of Greenfield in a mixed commercial/residential neighborhood. Surrounding land uses include two junk yards, a graphics and printing company and the Greenfield WWTP. The site is not located within sensitive resource areas such as a Zone II, high or medium yield aquifer or habitat areas. The site includes offices, a maintenance and parking garage, paved parking area, 10,000 gallon UST, 5,000 UST and two ASTs. The 10,000 gallon UST is "split" and holds 7,000 gallons of diesel and 3,000 gallons of gasoline. The 5,000 gallon UST holds fuel oil; one 275 AST contains waste oil, which is burned in a waste oil burner; the second 275 AST holds fuel oil, which is used to heat the offices. The first record of a building at the site was 1909. From 1909 until 1922, the site was occupied by the Connecticut Valley Street Railway Company Car Barn. The facility included a repair shop and offices as well as oil and battery "houses". In 1923, the GMTA was formed and has occupied the site since that time. At one time (1946-1965), a machine shop was located on the west side of the building.

Future Reuse: With the Franklin Regional Transit Authority construction of a new bus maintenance facility, the GMTA site was no longer needed. A Phase I update was completed on behalf of the GMTA Board to support the sale and reuse of the site. A private business prospective buyer funded a Phase II and purchased the site in July 2023 for $400,000. The purchaser plans to move their automotive repair business to this larger facility.
