Additional Property Attributes

The property, currently unoccupied, was found to have been first developed prior to the mid to late 1920s. The last known operation at the site was a recycling facility. The property is not listed on any of the environmental databases searched for the Phase I ESA. However, several sites within applicable search radii were listed in environmental databases, including two RCRA GEN sites, two RCRA NLR sites, one State/Tribal site, seven leaking underground storage tank (LUST) sites, and seven registered underground storage tank (UST) sites. No other environmental database records were reported within the applicable search radii. The Phase I ESA revealed the following Recognized Environmental Conditions (RECs): ? Past use of the Property as a recycling facility. Remnants of recycling products cover all four floors of the facility, including but not limited to tires, shingles, glass, and plastic bottles. In addition, the exterior of the property is covered with tires and metal scraps. ? Past use of the Property as the former box factory. ? Stressed vegetation located on the north side of said Property. ? Garbage bags with unidentified contents scattered throughout the building. With respect to the RECs, B&N recommends the following: ? The solid waste debris needs to be removed from the site. ? Upon removal of the solid waste debris, an additional site reconnaissance should be conducted to confirm that no additional RECs are present beneath the thick debris. ? A Phase II ESA investigation should be conducted. Due to circumstances beyond the City?s control the former Box Factory became ineligible for assessment under the U.S. EPA grant funding prior to the start of Phase II ESA activities. However, the City has continued to pursue assessment of this site by other means. The City was awarded a FOCUS mini-grant from the Northern West Virginia Brownfields Assistance Center (NBAC) in March 2009 to assess the waste present within the existing structures at the former Box Factory. A waste survey was completed on March 4, 2009 as part of the FOCUS mini-grant. The goal of the survey was to estimate the quantity and composition of debris located within and around the building, and to develop a recommendation as to how the debris should be removed from the building and either recycled or disposed of at an appropriate solid waste facility. The survey included an inventory of type and quantity of solid wastes that are present and documentation using a digital camera. Based upon the results of the inspection, the majority of the waste appeared to be standard, non-hazardous recyclable material. However, several items were noted that may require additional inspection in the event of clean-up or disposal of the building interior. It should be noted that, due to the limited scope of this assessment, a thorough material assessment, including waste characterization through sampling and laboratory analysis, could not be completed. Therefore, it remains unknown if any hazardous materials are present within the building. While the majority of the plastic, metal, and cardboard drums were empty, several drums were identified to either be leaking or potentially full of unknown substances. Specifically, one metal drum was noted on the second floor to be labeled by the manufacturer ?Zep.? Zep manufactures a variety of industrial fluids ranging from cleaning solutions to degreasing fluids and machine lubricants. The label on the ?Zep? drum was faded; therefore, the contents could not be identified. Another unlabelled drum was also identified on the second floor. The drum was a standard 55-gallon steel drum; however, the concrete surrounding the drum was either wet or stained. As a result, the contents of the drum should be identified prior to disposal. Other potentially hazardous materials that may be present include lead within the computer parts, computer monitors, and televisions. However, exposure to the lead can be avoided with proper handling and disposal
