The Phase I and Phase II end at roughly the same time, as this is the date the Consultant generated the reports in order for the property to enter the VAP-MOA track with Ohio EPA. The site is Phase I of the Flats East Bank Neighborhood Project, which is mixed-use office, retail, residential and public space. The redevelopment plan for the Neighborhood includes for-sale housing 500 units and approximately 270,000 square feet of retail space. Phase I consists of a 23-story office tower that is anchored by Ernst & Young. In addition, there is a 150 room Aloft hotel, several restaurants and a parking deck. The building opened in May 2013 and is 90 leased. In April 2014, the developer closed on 120M in financing for Phase II of the project, which consists of the retail, restaurant and residential component on the adjacent 17 acres. It will open in Spring 2015. This project has been conducted in phases...initial cleanup was begun in September 2008 however, as unknown contaminants were encountered buried coal tar pits, chlorinated solvent plume in groundwater, additional Phase II assessment/delineation has been necessary. The Phase I ESA has been ongoing as well, as the original Phase I ESAs were conducted for portions of the property, usually as they were acquired. To obtain additonal funding, the developer recently completed one comprehensive Phase I ESA of the entire development project. The Phase I and II are indicated to have been completed at around the same time, as both assessments were updated and refined in order for the developer to attract additional funding.
Former Use: These properties have been developed since the mid to late 1800s. Operations have included: manufactured gas plant, fire brick and clay warehousing, paint warehousing, grinding, plating and metal working, machine shops, ship repair, fish packing and storage, and more recently, nightclubs and restaurants. Companies that have occupied the site include: Aeronautical Shot Peening Service, Inc., Great Lakes Diesel Engine Service, RUD Machine Company, Metal Applications, Metals Applied, Inc., Cleveland Pneumatic Plating Company, Otis Elevator Company, Cleveland and Detroit Steamer, Sash and Door Warehouse, Cleveland Auto-Boat Manufacturing, Pioneer Steamship Company, Atlas Alloys Company, Eterna Manufacturing Company, Rose Iron Works, Cleveland Gas Light and Coke, East Ohio Gas, and Pioneer Marine and Dock Company. Volatile organic compounds VOCs, polynuclear aromatic hydrocarbons PAHs arsenic, iron and manganese in the soils exceed the VAP generic direct contact residential soil standards. In addition, Quonset huts containing coal tar have been unearthed at the site, which require proper disposal. There is a trichloroethylene plume in the groundwater, near the Cuyahoga River and the presence of DNAPL in the center of the site. Several USTs have been removed from the site and these areas require additional assessment to complete the BUSTR closure process. The clean up goal for the Property will conform to a VAP-modified residential/commercial land use standard, with a point of compliance at four feet below ground surface.
