Additional Property Attributes

Abandoned woolen mill located along the Sugar River and a rail trail. The site is proposed to be redeveloped as a public park with a boat launch and trailhead.

Former Use: The site was originally constructed as a woolen mill during the 19th century and occupied as the Hartford Woolen Mill through 1960, when it was purchased by Mr. Christi Ambargis for the purposes of operating a fuel blending business. Mr. Ambargis collected used oil in aboveground storage tanks (ASTs) and drums, which were stored at the site. The site was acquired by the Town of Newport in 2000 after it was relinquished by Mr. Ambargis' widow. Prior to this acquisition, the NH DES and US EPA performed a joint emergency hazardous waste removal action, removing 10,325 gallons of PCB contaminated oil, as well as (36) 55-gallon drums, (4) 5-gallon containers, and (1) 30-gallon container of miscellaneous waste for offsite disposal, including additional PCB-containing oil, other waste oil, flammable liquids, acids, corrosive solids, waste aerosols, batteries, PCB-containing waste, and other wastes that were not subject to regulatory restrictions. Prior to this action by the EPA, it was also reported that NH DES removed a significant quantity of fuel oil from the site. 6 cubic yards of oily solids, asbestos, and 52 empty 55-gallon drums were removed from the site. The EPA also removed a 20,000 gallon-AST from the site. The site was then assessed under an EPA Targeted Brownfields Site Assessment (TBA), completed in 2003, the result recommendations of which were that a pre-remedial action soil investigation be conducted to determine vertical and horizontal extent of impacted soil associated with former leaking ASTs; that surficial soils contaminated with SVOCs and lead be excavated and properly disposed of; and that the mill building be demolished due to structural instability (considering the results of a hazardous building materials investigation and report completed in 2011, debris impacted with asbestos and lead would need to be appropriately managed during disposal).
