104 Taylor Street is located in the flood zone, and new structures are consequently not allowed to be built on it. Given these constraints, and the momentum in support of the larger Assunpink Greenway Park proposed in Trenton250 from the City of Trenton, the most appropriate use for it is as a park/open space. 104 Taylor Street was once the location of the Stokes Rubber factory and other warehousing businesses that are now demolished. Currently, the site has two open fields, a 9,750 square foot building, a smaller open 7,500 square foot structure, and a metal frame of an old storage building. The site was originally swampy wetlands but was elevated with coal ash and other historic fill during the mid-1800s. Stokes Rubber, a rubber boot and shoe factory, was built on the site in the late 1800s, and operated until the 1980s. When Stokes Rubber closed, various industrial businesses and warehouses operated in the space, including EPA RCRA Generator. In October 2013, the main building caught fire, reportedly due to squatters living in the building, which caused a large portion to burn down. In 2015, the City acquired the property and demolished what remained two years later with assistance from a FEMA grant. An environmental cleanup case was opened at the Stokes Rubber site under the Industrial Site Recovery Act (ISRA) in the mid- 1980s and a NFA was issued in 1988. In 2009, a partial PA and SI were completed for the rear portions of the property. The rubble from the demolition became aggregate and clean fill was added as a cap, but additional testing is needed. The site still needs a site-wide PA and RI. The City finished the Phase 1 PA and conducted the SI in 2020.
