Additional Property Attributes

The site was utilized as a textile plant as far back as the late 1890s. Yarns and ginghams were spun and dyed here. Later the dye operations were moved offsite and the onsite process involved spinning and weaving. After the close of the mill, a variety of short-term business ventures occupied the facility, all of which utilized the size of the structure for its storage capacity. The last venture to occupy the structure resulted in a catastrophic partial demolition of 75% of the structure. Hardwood floors, copper wire, wood beams and steel were mined from the onsite structures. Waste materials such as brick, wood, and roofing were left behind, any of which may have come into contact with either asbestos or lead-based paint. Asbestos containing material (ACM) is present surrounding old pipes and dispersed in the rubble on the site. Waste oil is present in a floor sump in the former machinery room. Whether institutional controls are required is to be determined depending on site cleanup and completion of Voluntary Cleanup Contract (VCC). City of Chester signed VCC 09-5649-NRP on 3/10/09.

Former Use: Historical information indicates that a textile mill was present on the subject property as early as the 1890s. Historically, the plant was reported as hosting various spinning, weaving, and dyeing operations commonly associated with textile mills of the late 19th/early 20th centuries. Dyeing operations were reportedly moved to an off-site in 1947, and the mill began operating solely as a spinning and weaving plant until the mill closed operations in the early 1980s. After textile mill operations ceased in the 1980s, the SCDHEC reports that several small businesses operated on the site, including a framing operation, which was listed as a small quantity generator of hazardous substances. Subsequently, a salvage operation occurred on the subject property, leading to unregulated demolition and burial of asbestos-containing materials (ACM) onsite. A partial removal of the buried ACM occurred in 2007, but several other partially demolished buildings were left in-place. A complete removal of all ACM and building demolition debris occurred in February 2010, concurrent with the removal and closure of a previously undetected UST. Please note that the 2019 Phase II was performed to determine whether the chromium that had been detected on the site was hexavalent. It was determined that the chromium is not hexavalent; therefore the levels of chromium are acceptable in the soils for residential and industrial reuse.
