Additional Property Attributes

The Victor Mill site is in a residential neighborhood which borders downtown Greer, SC. The site is comprised of two parcels totaling approximately 24.2 acres of land. The main parcel, 20.927 acres in size, includes the former mill buildings and debris piles located on the southwestern side of Victor Avenue, and the second parcel includes a paved parking lot located on the northeastern side of Victor Avenue. Victor-Monoghan Mills initially developed the site for use as a textile mill in the late 1890s. Operation of the mill ceased in 1989, and the site was later occupied by a sock manufacturer and a contractor for 3M that manufactured and reworked tape. A portion of the warehouse was destroyed by a fire in 2006. The site is currently not in use and the majority of the mill buildings have been demolished however, remnants of the main mill building are still standing as well as portions of the former warehouse not destroyed by the fire. Currently, the site is covered with large piles of building debris from the demolition of the former mill buildings that occurred sometime between 2005 and 2006. Salvageable material is staged on the eastern portion of the property. At the time of this Phase II ESA, according to the Spartanburg County Tax Assessors property information, the Victor Mill site was owned by the Graham-Forrester Partnership however, they denied ownership, according to South Carolina Department of Health and Environmental Control SCDHEC. Spartanburg County has since acquired the property.
