Additional Property Attributes

Site was a former industrial facility from late 1800s to 1962. A portion of the site was used as a tire warehouse which burned in 1997 and was subsequently remediated for soil-related contamination. Groundwater, soil gas, and sewer vapors were investigated as part of the 128(a)-funded Phase II, both on the former Bowser Pump Plant site and within the City of Fort Wayne rights-of-way. There are several parts to the former Bowser Pump Plant site. They were identified as Parcels A, B, and C. This 128(a)-funded Phase II was for Parcel B (YMCA 5.56 acres, McMillen 1.47 acres, and City lot 1.36 acres), plus the adjacent streets and alleys. Note that Parcel A includes the current Phoenix Manor apartment complex (2.95 acres) and Parcel C contains ten (10) new dwellings (1.89 acres). Parcel B would be the 8.39 acres. (The parcels total 13.23 acres.)

Former Use: As previously noted, Parcels A and C are vacant and grass covered. Parcel B contains a YMCA facility and asphalt parking area which was the primary focus of this 128(a)-funded Phase II. All three (3) parcels were part of the former Bowser Pump Plant.
