Additional Property Attributes

Former Use: The Subject Property is located approximately 1/2 mile west of Santo Domingo, New Mexico. Figures 1 and 2a and consists of an abandoned industrial facility and an associated dump area approximately 13.7 acres in size. The Phase II ESA focused on characterization of the abandoned industrial facility within a fenced 8.7-acre lot. The dump area located north of Indian Service Road 88 IS-88 was not investigated as part of this project.

The site is approximately 2,150 feet (ft) in length and 275 ft wide at its widest point and is enclosed with a chain link fence. The site is bordered on the south by the Rail runner tracks, an active railway that is owned by New Mexico Department of Transportation. To the east of the site is the abandoned wood chip rail line loading area, the Rail runner stop and parking area and the residential community of Domingo. Indian Service Road 88 is the north border of the site. The west side of the site is bounded by an unnamed arroyo that is an ephemeral tributary to Galisteo Creek. The properties to the north and west of the site are undeveloped open range used for grazing.

The Phase II ESA results of the soil sampling indicate that elevated concentrations of TPH are present in the sampled soils throughout the site. All areas identified for corrective action for TPH in the 2013 ABCA report remain. In addition, the land farmed soil piles on the western side of the site, as well as the area adjacent to the incinerator, contained elevated TPH in soil, and should be considered for further risk evaluation or corrective action. Other areas of the property that should be considered for further risk evaluation or corrective action include: elevated metals near the kiln, and elevated dioxins inside the former incinerator. The area where copper was stored did not exhibit elevated soil copper concentrations and can be removed from corrective action planning. Groundwater on the western side of the property has been impacted by beryllium, cobalt, and lead. Further risk evaluation and/or corrective actions based on the actual use of the first encountered groundwater at the site are recommended. Complete removal of ACM identified on the property is recommended. The ACM identified throughout the site was in poor condition and should be removed by a licensed abatement contractor prior to building renovations or demolition. It is recommended that all of the ACM identified on the property be abated by a licensed abatement contractor prior to building renovations or demolition. Regulations require that NMED be notified prior to any ACM removal activities. Regulated LBP is present on the exterior of the Water Tower and Open Building #2 structures located on the property. The LBP identified was in poor condition and removal is recommended. Removal is required if the structures meet the definition of a child-occupied facility, including redevelopment as a mixed-use property. If these components are to remain in place on site, any LBP in poor condition should be abated by a licensed contractor. LBP in fair to good condition can remain in place or be encapsulated or enclosed to prevent exposure. Persons working in areas where LBP remains should be made aware of its presence and appropriate precautions should be taken when disturbing these painted surfaces and worker safety regulations may apply.
