Additional Property Attributes

Former Use: The Subject Property is an irregular-shaped parcel of property located east of South 5th Avenue, and west of Lake Michigan. The western portion of the property is dominated by a large building and the eastern portion of the property is a thin section of land that extends along a ravine to the Lake Michigan shoreline. The one building on the Subject Property is approximately 256,000 square feet sq ft and covers most of the western side of the property. The main building is separated into 5 adjoining structures, which include offices, raw material storage, furnace/manufacturing area, chlorine evaporator room, l recycling area, and shipping and loading areas. Four large dust hoppers are located outside on the north and south sides of the main building. Wabash Alloys operated at the site from 1987 until 2001. Vulcan Materials owned the facility from 1968 through 1987. The property lay vacant as part of a trust from 1960 through 1968. Koppers Company, previously Koppers Gas & Coke Company operated the facility from 1917 thru 1960. The following recommendations are made as part of this Phase I ESA: 1. Phase II investigation activities. 2. Investigation the presence of the water well identified to be located on the Subject Property. 3. Conduct an asbestos survey of the Subject Property. 4. Conduct additional review of WDNR documentation and interview applicable WDNR project managers for the Subject Property. 5. Identify and interview available former Wabash Alloys and Koppers, Inc. employees if possible. 6. Once the contents of the containers and ASTs on the Subject Property have been identified properly remove and dispose of them. 7. Collect samples of the materials located in the sumps and pits inside the building. Once the contents have been identified properly dispose of the materials. If cracks or other means of release are observed in the bottom of the pits, conduct soil and/or groundwater sampling beneath the pits.
