Additional Property Attributes

The Subject Property is a vacant municipal building, previously used as a fire station. The two-story building includes bay doors along 6th Street and behind the building facing University Ave. The general area consists of commercial and residential properties. The property consists of a 0.5 acres parcel and contains a 30,000 square feet structure with concrete paving on the northwestern boundary. The structure is two-stories with a bell tower and connected ancillary building. The property is currently vacant, recent prior use included a fire station.

The Phase I ESA found the following: Small (un-regulated) quantities of hazardous substances were observed at the time of the site reconnaissance in connection with former operations at the Subject Property: various paints, water softeners, motor oil, and compressed gas cylinders. No evidence of RECs was observed in connection to these materials. However, these abandoned materials should be disposed/ recycled in accordance with the manufacturers' specifications. Solid waste was observed throughout the interior, which included used tires in the garage and old jail cells. No RECs were observed in connection to the solid waste; however, these materials should be disposed/recycled in accordance with local regulations. Due to the age of the Subject Property structure (est. prior to 1978), asbestos containing building materials and lead-based paints are likely/potentially present on the interior and exterior of the Subject Property structures. Painted surfaces and suspect materials were observed within the structures during the site reconnaissance. Average radon levels in the county exceed USEPA's recommended levels.

This assessment has revealed no RECs, HRECs, CRECs, VECs, de minimis conditions or significant data gaps in connection with the Subject Property. The Consultants recommend additional evaluation be conducted at the subject property prior to redevelopment to quantify any environmental risks that may be associated with potential asbestos, lead-based paint, radon, hazardous materials, solid waste, etc. identified as Non-Scope Considerations at the property. Appropriate methods and actions pertaining to applicable regulations should be administered prior to any disturbance of these abandoned and suspect materials which will require specialized surveys and/or disposals.
