Former Use: Agriculture:1900-1944. Airport: 1944-1964. 1964-2010: City of Poplar and Roosevelt County leased property from Assiniboine and Sioux Tribes. The property had petroleum contamination from airport fueling and pesticide contamination from crop dusting operations. An EPA Targeted Brownfields assessment was used to characterize contamination and a $200,000 competitive Brownfields cleanup grant was used to cleanup petroleum and pesticide contamination. Once remediation was completed, the Tribes were able to leverage $300,000 of Brownfields funding to receive a $647,000 Low Income Tax Credit enabling a $6.1 million investment to develop sustainable housing on the site in partnership with the Make It Right Foundation. New Market Tax Credits were then used to provide 20% of the project capital for the construction of a $23,000,000 wellness center which will employ 70 people and provide critical services the Fort Peck Tribes. The Wellness Center was conceived in response to a study between High School Students and the Harvard Medical School which defined service gaps which can help address low life expectancy and health concerns for members of the Fort Peck Tribes. The new wellness center will provide critical health care, physical fitness, cultural, and childcare services.
