WESTON performed a Phase I ESA of the 8 acre parcel of Dike 14/Cleveland Lakefront Nature Preserve, Cleveland, OH in conformance with the scope and limitations of ASTM E 1527 -05 and OAC 3745-300-06. Former Landfill Area of the Dike 14/Cleveland Lakefront Nature Preserve located along the shore of Lake Erie, at the end of Martin Luther King Drive, in Cleveland (Cuyahoga County), Ohio 44103 This property has no formal street address. The Subject Property investigated for the Phase I is an 8 acre parcel within the 88 acre Dike 14/Cleveland Lakefront Nature Preserve. The Subject Property is an irregular-shaped property bounded on the north, east and west by Lake Erie and the south by Lakefront State Park. To the southeast the Defense Contract Management command at 55 East 88th St. borders the property, along with the residential area Bratenahl. Gordon Park and Marina borders the property to the southwest. Martin Luther King Dr., Lakeshore Blvd. and Interstate 90 exchanges are present further to the south. The Phase I ESA identified two recognized environmental conditions (RECs) associated with the site: � REC 1 � Waste material deposited on the Subject Property during the time it was operated as a landfill constitutes a REC for the Subject Property. � REC 2 - The following chemicals of concern were identified at concentrations exceeding human health or ecological standards during a series of investigations that included the Subject Property and constitute a REC for the Subject Property: SVOCs, PAHs PCBs, arsenic, lead chromium, selenium, mercury Implementation of a remedy to eliminate potentially unacceptable exposures of the ecological receptor populations in Exposure Unit 2 was recommended as is currently planned.

Former Use: he Subject Property consisting of 8 acres of land within the 88 acre Dike 14 property, is currently owned by the State of Ohio of which the CCPA acts as a local controlling agent. The CSWCD acts as a facilitator for implementing land management and development operations. The original land submerged under Lake Erie was owned by the State of Ohio and leased to the CCPA through a Submerged lands lease since April 14, 1976 to be used as a Confined Disposal Facility (CDF) for dredge material. The Dike 14 property lease currently restricts use for limited education purposes. Prior to the 1976 lease, from 1930 to 1970 the 8 acre Subject Property was known as the Cleveland Lakefront Dump and was used by the City of Cleveland as an unregulated landfill.
