Additional Property Attributes

The site is a mostly grass-covered, vacant lot secured by a fence situated in a mixed residential and commercial setting. The City currently uses the site for hurricane debris collection following storm events. The site was developed in the early 1960s as a municipal solid waste incinerator site that operated for approximately 16 years before it was taken out of service in the mid 1970s. The site was then used as a waste transfer station until 1993. Asbestos in the incinerator building was properly abated and it was demolished in 2016. Four USTs were removed from the site in 1998, and it is believed additional USTs may remain onsite. Additionally, previous investigations conducted under the Brownfields Program in 1995 and 1998 indicated constituents of concern (COCs) above state regulatory standards. Additional subsurface assessment is needed to determine the nature and extent of contamination under current regulatory standards and to determine if USTs remain onsite. The City requested a supplemental investigation under LDEQ's TBA Program to further assess subsurface conditions at the site to prepare for cleanup and/or reuse.

While the City was able to demolish the asbestos-filled structures on the site, the site has remained largely unused with the exception of use as a trash transfer station, creating a sense of blight. The surrounding neighbors have expressed repeated concerns about the environmental issues at the site. The City is now in the process of divesting the property to allow for redevelopment. Potential options include redeveloping the site in coordination with the hotel development on adjacent properties in the City of Gretna. Restoring this land to productive use will create jobs for the community, remove blight from a low-income neighborhood, and increase tax revenue through property, sales and income taxes.
