Additional Property Attributes

Weston Solutions, Inc. (WESTON�) conducted a Phase I Environmental Site Assessment (ESA) of the property located at 401 South Line Street in Creal Springs, Williamson County, Illinois (Subject Property). The Subject Property is approximately 1.0 acre and is currently owned by the City of Creal Springs. The ESA was conducted in general accordance with the standard practices established in the American Society for Testing and Materials (ASTM) E 1527-05 (ASTM, 2005). The ESA revealed no evidence of RECs in connection with the Subject Property, except for the following: � The LUST located at the Knapp Oil Co., 0.181 miles north of the Subject Property is a considered a REC. The LUST containing gasoline was reported to the IEMA in February 2000. Due to its close proximity, there is potential for impact to the Subject Property from this off-site LUST � The residential property adjacent to the Subject Property to the west was a clandestine methamphetamine laboratory that recently exploded and burned down. There is potential for impact to the Subject Property soil and groundwater from this property from illegal methamphetamine byproduct disposal/burial. � Roofing materials noted on the ground and in the parking lot area of the Subject Property that have come off/blown off of the site building are suspected to contain friable asbestos. This material poses a threat to the community and nearby school. � Historically, a septic system was present on the property that may have been used to dispose of possible pharmaceutical waste. Although not specifically a REC, the identified ACM and the suspect friable ACM that has been observed inside the building poses a threat to the community if the building continues to deteriorate or during any demolition activities if not properly abated.

Former Use: The Subject Property occupies approximately 1 acre and contains an abandoned nursing home. The Subject Property is bordered to the north by Jefferson Street, residences, and the Creal Springs Assembly of God church; to the east by South Line Street and the Creal Springs Elementary School; to the south by Creal Street and residences; and to the west by residences and South Brown Street. The nursing home structure located on the Subject Property is an L-shaped 1-story brick masonry building with a basement. The building contains multiple bedrooms, a kitchen, a laundry room, and a cafeteria. The roof over a south portion of the structure has partially collapsed and numerous windows have been broken by vandals and trespassers. The Subject Property was constructed in the early 1950s as a doctor�s office. In the late mid to late 1960�s, the Subject Property was purchased by Ida and John Avery, the old building demolished, and a nursing home constructed. Mr. George Avery, operated a nursing home out of the building currently located on the Subject Property from approximately 1969 until approximately 1978. The City of Creal Springs involuntarily acquired the Subject Property in 2007 after the Subject Property was abandoned when the owner/operator became deceased. A copy of the quitclaim deed for the Subject Property was provided by the Mayor of Creal Springs Joyce Rich. The City of Creal Springs is contesting ownership of the Subject Property.
