Additional Property Attributes

Extensive Title research was conducted and a Phase I ESA was completed for all parcels for the Bronzeville Urban Development Corporation using Region V TBA funds. A Phase II investigation was completed for only those parcels that are located on the elevated railroad track platforms. WESTON prepared a combined Comprehensive Site Investigation Report (CSIR), Remediation ives Report (ROR) and Remedial Action Plan (RAP) for the Bronzeville Urban Development (BUD) embankments (Site). The Site consists of five parcels which are elevated former railroad track embankments (lot parcels 20-02-500-003, 20-03-501-007, 20-03-501-009, 20-03-501-003 and 20-03-501-008). PAH constituents(benzo(a)pyrene and dibenzo(a,h)anthracene) and metals (arsenic, lead and mercury) were detected in soil samples at concentrations exceeding the Tier 1 commercial/industrial and construction worker soil remediation ives (SROs) for the ingestion and inhalation exposure routes.

Former Use: The Subject Property consists of 11 parcels along an approximate one mile east-west corridor. The neighborhood is mixed use and made up of residential, commercial (fast food restaurants, gas stations, automobile repair shops, schools, the Chicago Transit Authority [CTA] Green Line) and industrial properties. The western portion of the Subject Property contains six lot parcels. Currently lot parcels 20-03-500-032, 20-03-500-006, and 20-03-500-007 contain steel pylons to support the elevated CTA Green Line. Lot parcel 20-03-102-023 contains a steel structure formerly used for shelter. Lot parcels 20-03-101-005 and 20-03-500-027 contain no buildings or structures. The eastern portion of the Subject property contains five elevated parcels. Parcel 20-03-501-003 contains a 3 sided steel covered structure and concrete platform, and parcels 20-03-500-003 and 20-03-501-009 contain concrete platforms. The remaining elevated parcels contain no buildings or structures. Parcels 20-02-500-003 and 20-03-501-009 have bricked up areas where former entrances provided access from ground level to the elevated platform. The Subject Property was acquired in 1998 by Federal LLC at an auction and remains under their ownership. The most recent owner on record prior to Federal LLC was Consolidated Rail Corporation. Since 1892, the Subject Property has had a history of use for the following operations/purposes: �Prior to 1892: Chicago South Side Rapid Transit Railroad Company (railroad) �1892 to 1998: Various railroad companies (continued operation of railroad. Unknown when the tracks were abandoned) �1998 to Current: Federal LLC; the 11 parcels are currently not in use by Federal LLC. The embankments were abandoned prior to the purchase by Federal LLC. Steel pylons are located on three parcels for support of the adjacent CTA Green Line, which runs above the parcels.
