The City of Dallas conducted a Phase I assessment on the Grand Plaza Shopping Center property under the Dallas Assessment Pilot at a cost of $4,740.10. A Phase II assessment was recommended because of the presence of a dry cleaners on the property. The Dallas Brownfields Program (DBP) assisted the property owner, ICDC, in submitting an application to the Texas Commission of Environmental Quality (TCEQ) for a BSA. TCEQ then conducted three BSAs on the property and groundwater monitoring from June 2002 thorugh May 2004 for a cost of $47,101.57. The DBP applied for a Superfund Innovative Technology Evaluation (SITE) Program demonstration based on chlorinated solvents in the soil and groundwater on the property. The project was selected in January 2004, and initial assessment work commenced on April 11 through 15, 2005. Additional work will be conducted on the property, although the schedule has not yet been determined. The Phase I assessment reported a gas tank was present on the property based on Sanborn Maps from 1950 and 1952. The gas tank was associated with the lumber yard, which occupied the property during that period. The status of the gas tank could not be determined because there were no available records. As part of the proposal for the Dallas 2004 EPA Brownfields Assessment Grant, the DBP wanted to confirm the status of the gas tank. A non-invasive, ground penetrating study (GPR) was proposed and conducted, which indicated there was no evidence of an underground storage tank at the identified location. No additional investigation of the suspected gas tank was recommended. (PPF - Grand Plaza Shopping Center, 8/18/05)
