Additional Property Attributes

The proposed remedy includes excavation and off-site disposal of soil containing COCs at concentrations above Tier 1 SROs and/or an engineered barrier to eliminate the residential ingestion exposure pathway in accordance with 35 IAC Part 742.300. If soil COCs at concentrations exceeding construction worker SROs are left in place, a construction worker safety precaution for all construction workers performing subsurface construction activities will be required within the property boundaries. The groundwater ingestion route for Site groundwater and the soil component of the groundwater ingestion pathway will be eliminated using the City of Chicago�s groundwater ordinance as an institutional control. Excavation and disposal may be used singularly to remove all COCs at concentrations exceeding Tier 1 SROs to remediate the Site for unrestricted reuse or it will be used in combination with engineered barriers. Confirmation soil sampling will be conducted on excavation area bottom and sidewalls. Tier 1 SROs or background concentrations, whichever is higher, will be used as remediation ives for COCs in soil based on ingestion and inhalation exposure routes. Per the requirements of 35 IAC Part 742.1105, engineered barrier may be installed in accordance with the planned redevelopment. The specific engineered barriers will be determined during greenspace park design.

Former Use: The Site is one parcel (PIN 14-31-415-033) located in a generally residential-commercial area. The Site consists mostly of asphalt and concrete surface cover, outdoor storage areas used by CPD, and one building located along Marshfield Avenue along the western boundary of the Site. This building formerly housed an automobile detail shop and paint shop, but is now vacant. The former main building at the Site has been demolished. The Site is bordered to the north by the CPD storage and landscaping maintenance yard and West Cortland Street, to the east by North Ashland Avenue, to the west by Marshfield Avenue and residential properties, and to the south by an elevated abandoned railroad easement. Historical Sanborn maps suggest in 1914 the Site was �Winchester Coal Company/Coal Shippers�. Bordering the Site to the south was an underground coal bin, storage areas, and the Northwestern Yeast Company. In 1950, the Site was vacant with an area on the west portion shown as �Planning and Saw.� Bordering the Site to the north was Ashland Lumber, Metal Works, and Aluminum Foundry companies. Bordering the Site to the south were the Garden City Plating and Manufacturing company, in place of the Northwestern Yeast Company. In 1975 the Site was occupied by an �Auto Leasing Company� with the west portion of the Site shown as �Paint Spray� and �NC Press.� According to the Phase I ESA Report and Underground Storage Tank (UST) Abandonment Report prepared by GSC Environmental Laboratories, Inc. (GSC) (1997), five USTs (8,000-gallon gasoline, 5,000-gallon gasoline, and three 1,000-gallon used oil) were located at the property. The 5,000-gallon gasoline UST was removed in March 1997, while the remaining four USTs were abandoned in place in June 1997.
